About Northwest Regional Education Service District
The Northwest Regional Education Service District is the largest and most diverse education service district in the state, serving twenty districts and more than 123,000 students. Two of the largest districts reside in the urban parts of Washington County while many smaller, more rural districts reside along the Columbia River, Coast Range Mountains, and Pacific Ocean. This diversity in size, landscape, and geography makes the region one of the most attractive spots in Oregon and an area where supplemental services provided by NWRESD are in great demand by schools both large and small. The district directly serves children - birth to age 5 - in Early Intervention/Early Childhood Special Education Programs in Clatsop, Columbia, Tillamook and Washington Counties. In addition, services are provided to young children and students with autism, orthopedic impairments, vision impairments, hearing impairments, and speech impairments through the ESD's Related Services Department. In addition, NWRESD operates six school age psychological and behavioral schools and day treatment programs in Washington County. The agency is highly regarded for its leadership in the state in Special Student Services, Instructional Services, and Technology.
Early Intervention/Early Childhood Special Education
​​Our Early Intervention and Early Childhood Special Education programs offer special services and supports to families with children who are identified as having developmental disabilities or who are experiencing developmental delays. We have two programs. The first is called Early Intervention and is for children from birth to 3 years. The second is called Early Childhood Special Education and serves children ages 3-5.

About our Early Intervention program:

Our Early Intervention (EI) programs provides services and supports to eligible children from birth to age 3 years.
The program also helps families develop the skills they need to help their children learn and grow. Services are delivered through a parent coaching model at home or in other care-giving settings.
​About our Early Childhood Special Education program

Our Early Childhood Special Education (ECSE) program offers special education services to eligible children from age 3 to kindergarten.
Services can include specially designed instruction and/or related services such as physical, occupational, or speech and language therapy.
These services are often provided at community preschools, childcare facilities or at designated sites.
The services and supports provided are tailored to each child's needs.
Augmentative and Alternative Communication and Assistive Technology program (AAC/AT)
In partnership with the communities we serve, Northwest Regional Education Service District improves student learning by providing equitable access to high-quality services and support to Oregon's children and families throughout our diverse region.

NWRESD’s Assistive Technology (AT) team is composed of Assistive Technology and Augmentative Communication specialists who address academic and communication challenges that create barriers to the education environment.

Assistive technology may encompass both technological supports and Augmentative Communication systems. We provide training, information, technical assistance and resources regarding the uses of technology for children with disabilities.

The focus of our team is to ensure that all students in our region have the tools to access their education. Our specialized staff work in collaboration with education teams to assist students with access and communication needs with the identification, selection, acquisition and use of an assistive technology device or system.
Speech-Language Pathology Services
Our component districts contract with NWRESD to provide speech-language professionals and expertise to support the communication needs of their students. Speech-language professionals serve as educational partners to promote language literacy, social learning and increase student engagement. All students receive high-quality, culturally and linguistically sustaining services.
Social-Emotional Learning Schools
Northwest Regional Education Service District operates five specialized school programs for K-12 students dealing with significant emotional and behavioral learning needs.

​Student placements in these programs are recommended by local school districts or county mental health programs. All of the students served are eligible for special education services and have active individualized education plans (IEPs).

Each program provides a rigorous academic program supported by a continuum of behavioral and mental health interventions including Positive Behavior Interventions, Collaborative Problem Solving and Trauma Informed Care approaches. Many of the teachers in our programs are co-endorsed in special education, and eligible students with disabilities receive specially designed instruction, individualized behavior supports, and specialized related services. The goal of our programs is to help students transition back to their home districts or graduate from high school.
