Who We Are
ICL, founded in 1986, is an award-winning not-for-profit, human service agency that offers a wide array of residential, treatment, rehabilitation and support services to 10,000 children, families and adults in New York City and Montgomery County, PA.
Every day ICL helps individuals who struggle greatly to overcome enormous obstacles to re-imagine their futures and get better. With our innovative treatment, pioneering rehabilitation programs and dedicated staff, ICL opens doors to the best possible life for people with severe disabilities and situational crises.

Twice each year, ICL conducts Healthy Living and Satisfaction Surveys where clients provide important information to guide our work.
Year after year, the results show that what we are doing is making a difference. In 2020, 96% of our behavioral health clients believed they had the power to make changes to improve their physical and mental health. The vast majority said they were able to deal more effectively with daily problems and were more in control of their lives. These outcomes encourage us to continue on the track of whole health care to achieve greater wellness.
In 2017, SAMHSA (federal office for Substance Abuse and Mental Health Administration) selected ICL as one of only three organizations from around the country for its Excellence in Wellness Award for our impact on the health of people living with mental illness and substance abuse.
