Jeff Ryan serves as the Chief Executive Officer of Legacy Healthcare Services. His commitment is to be the culture keeper, mentor, and motivator of the Legacy team. He is also dedicated to changing how seniors are cared for in life by driving evidence-based care through innovation and unwavering allegiance to bringing purpose, safety, and dignity to their lives.
Formally trained as a physical therapist and athletic trainer he earned a bachelor’s degree in education from Temple University, a master’s degree in physical therapy from Hahnemann University, and a Master of Business Administration degree from Johns Hopkins University.
Prior to joining the Legacy team, Jeff served as Chief Operating Officer and Senior Vice President of Finance at Cancer Treatment Centers of America (CTCA) – Philadelphia. Prior to that, he served as the Director of Operations at Hahnemann University Hospital and later, as the Chief Operating Officer of the Hahnemann University Hospital Physician Practice Plan. He has also held several leadership positions in rehabilitation at Pennsylvania Hospital and with the Temple University Department of Orthopedic Surgery and Sports Medicine.
Jeff has also served on several community and charitable boards as both a board member and board leader. He has authored/co-authored two textbooks, numerous textbook chapters, and scientific articles, and has made over 200 professional presentations.

Melissa Hale serves as the Chief Operating Officer at Legacy Healthcare Services. She received her bachelor’s degree in Occupational Therapy from the University of Hartford in Connecticut. Melissa started her career as a Staff Occupational Therapist on the Brain Injury and Stroke Team at South Eastern Regional Rehab Center in Fayetteville, NC. From here, Melissa moved to Florida to jump-start her career in the geriatric rehab setting and served in many positions with a long-term care group in the Tampa Bay area. Since then, Melissa has held multiple roles with Legacy for over 12 years including several Rehab Director positions and an Area Rehab Manager position that oversaw multiple states and clinics.
Melissa is also an active member of the North Carolina Occupational Therapy Association (NCOTA). She particularly enjoys partnering with customers to ensure complete satisfaction, fostering positive outcomes for residents, and assisting all of them in realizing their goals and achieving financial success.
In her personal time, Melissa serves on the missions committee at her church and enjoys supporting youth sports. She spends time outside of work exercising, traveling, visiting the beach, and enjoying the outdoors with her husband and three children.
Jeff Fink, Senior Vice President of Talent & Administration Melissa is also an active member of the North Carolina Occupational Therapy Association (NCOTA). Jeff joined the company in 2014 as National Director of Recruiting and currently serves as Senior Vice President of Talent and Administration. Jeff has an extensive career in Human Resource Management covering manufacturing, consulting, consumer goods, and healthcare businesses. Leadership positions include Human Resource specialty, senior management, and officer roles in both public and private companies including Kayser Roth Hosiery, CP Morgan Communities, Premier Inc., and Liberty Hardware/Masco. Jeff is active on advisory boards for community/educational institutions in the North Carolina area and various Human Resources associations. He received his bachelor’s in Political Science and Urban Administration from the University of North Carolina, Charlotte, and his Masters in Business Administration from the McColl School at Queens University. Jeff also holds the Senior Professional Human Resources Certification.
